Historical note:
Asa Waterman (1743-1789) was a commissary during the American Revolutionary War (1775-1783) and was responsible for providing food and supplies to the troops. Asa Waterman was born 1 May 1743 in Norwich, Connecticut to Asa and Lucy Hyde Waterman. On 20 July 1777, he married Anne Cook Sterry (1752-1837), the daughter of Governor Cook, of Providence, R.I. and together they had the following six children: Lucretia (1778- ), Ann (1780- ), Robert Sterry (1781-1799), Timothy (1783-1808), Asa (1785-1861), Nicholas Cook (1787-1813). Asa Waterman died on either the 25 January or 26 February 1789 in Norwich, Conn. of consumption.
For most of his adult life, Waterman was involved in the military and served in many posts during his career. He first served in the French and Indian War (1755-1763) from 1760-1763 as a private in the 3rd Company of the 4th Regiment under Col. Eleazer Fitch (1726-1796). He also served in the 3rd Company of the 1st Regiment commanded by Gen. Phineas Lyman (1716-1774) from 1761-1762, first as a sergeant in 1761 and then as a private in 1762. Following this service, Waterman remained a member of the Connecticut militia. He was also the master of the sloop Draggon from New London, Conn. and worked as a ship merchant until the outbreak of the American Revolution.
Asa Waterman's career in the American Revolution began when he left Norwich, Conn. with his regiment for the siege of Boston, Mass. after 25 May 1775. He was stationed in Roxbury, Mass., Cambridge, Mass., and Providence, R.I. and became involved in supplying provisions to the nearby troops. By January 1777, Waterman had become a commissary for several militia and continental regiments. He soon became a Deputy Commissary under the Congressional plan of organization for the commissary.
As the Revolution got underway, Congress realized that a system to supply provisions to the troops was necessary. The practice during King George's War (1744-1748) and the French and Indian War (1755-1763) had been to contract with individual merchants to supply the militia; however with the scope of the Revolution this was not going to work effectively. Therefore in June 1775, a Continental Commissariat system was established by the General Assembly. Joseph Trumball (1737-1778) of Connecticut was named the Commissary General and he had nine commissaries appointed under him who worked to supply all states involved in the war. Each commissary was a merchant who was skilled in bargaining for produce and other necessities, capable of keeping good records and settling accounts. When this system proved to be unsuccessful, there was a Congressional review in 1777 and the system was reorganized into a two department system with a Commissary General of Issues and a Commissary General of Purchases. This system was headed by William Buchanan (fl. 1777) and Jeremiah Wadsworth (1743-1804). Unfortunately, it was just as unsuccessful as the first commissary system and around 1780, the purchasing commissary was eliminated and a quota system was established under Ephraim Blaine (1741-1804). This system made each state responsible for supplying the commissary with the necessary goods to sustain the Continental Army.
Throughout the majority of the war, Waterman was stationed in Rhode Island and was responsible for procuring staples (flour, beef, salt, molasses, etc.) from Connecticut and Massachusetts. Though his duties made him an issuing and purchasing commissary, his actual title was constantly changing, which was also a result of the changing Commissariat system. Waterman served as Assistant Commissary of Issues from October 1777 to June 1779, but also worked as a purchasing commissary. Waterman's provisioning books show that he worked at the issuing store in Providence, R.I. for the commissary from 19 December 1776 to 9 May 1778. In June 1779, he became the Assistant Commissary of Purchases and remained in that position until the quota system was established when he then became a representative for Rhode Island under Ephraim Blaine. Waterman remained in this position until August 1780, when he returned to Norwich, Conn. and worked from there as the Deputy Commissary of Purchases. After the end of the war, it is presumed that Asa Waterman returned to working as a merchant in Norwich, Conn until his death in 1789.

Scope and content:
This collection includes miscellaneous papers dealing with troop supplies in R.I. sent to Asa Waterman's attention during the American Revolutionary War (1775-1783). Asa Waterman's provisioning books are also included, detailing how much of each commodity he provided to specific regiments and individual officers.
This collection has been arranged into the following series:
Series I: Accounts includes Asa Waterman's accounts before, during and after his service as a commissary as well as the account books that detail the provisions distributed to troops in the area. They date from 1766-1789 and are arranged chronologically.
Series II: Correspondence contains personal letters to Asa Waterman, which date from 1770-1780 and are arranged chronologically. Also included are handwritten transcriptions of letters to and from Waterman that were part of a scrapbook. These transcriptions were created or at least compiled by Edward Field in 1896 and includes letters dated from 1776-1781. These letters are arranged in the original order that they were found in the scrapbook. The location of the originals is unknown.
Series III: Provision Returns by Regiment contains the records of the supplies that were sent to and requested by regiments from Rhode Island, Massachusetts, Connecticut and New Hampshire. The records within this series are arranged by continental regiments, state regiments, militia regiments and individual companies for each state from 1776-1779.
Series IV: Commissary Records consists of records Asa Waterman received from other commissaries, army officers, merchants and others who were involved in either the supplying or distributing of provisions to the troops stationed in and around R.I. They are arranged alphabetically by name of the individual and they date from 1775-1783.
Series V: Miscellaneous includes papers that do not pertain to the activities of the commissary or are unidentified and date from 1783-1855. Items include land indentures, a letter to a relative of the donor's (Rodolph Watson) family, miscellaneous papers, and unidentifiable documents. The miscellaneous papers included undated documents that do not apply to the duties of the commissary. Examples of miscellaneous papers are poems, notes, and random lists of officers or goods. The unidentified papers include documents that were unable to be sorted with the rest of the collection because they are from a later period (1814-1817) following Asa Waterman's death or because of their condition. Many of these are in poor condition without dates, and/or are fragments of documents.

In the Andre De Coppet Collection, 1566-1936 (bulk 1770-1865) (C0063) in the Manuscripts Division of Princeton University there is a series of correspondence from Asa Waterman. According to the finding aid for that collection:
The Asa Waterman correspondence chronicles the failures of the early commissariat system, which was established during (and in response to) the Revolutionary War. Waterman (1743-1789), originally a ship merchant, served as assistant commissary in Rhode Island from 1777 to 1780. Comprised of approximately 100 items, his correspondence highlights the difficulty of provisioning the troops with adequate, nutritious food due to a scarcity of staples (most often flour) and the problem of shipping goods at the risk of enemy seizure. His letters also address the frequent reorganization of the commissariat system and its negative effect on both the commissary officers and the troops they served.
Provenance:
The contents of this collection came from two donors. Mrs. Benjamin Cowell donated in 1862 (#1862. 4. 1-3; #1862. 9. 1-4) seven military account books that belonged to Asa Waterman. Rodolph Watson donated the majority of the papers in two separate gifts. One box of papers was donated in October 1967 (#1967. 83. 1- ) and another in August 1974 (#1974. 88. 1- ) included over 1000 items.
Processing note:
This collection also included a scrapbook with handwritten transcriptions, compiled by Edward Field in 1896, of letters to and from Asa Waterman dating from 1776-1781. The transcriptions have been removed from the poor quality scrapbook and placed in archival folders in their original order.
Some of the papers in this collection may have been water damaged at some point and are covered with a chalky white substance as a result. Also, some of the papers are quite fragile and have been placed in mylar sleeves. This collection was rehoused in 2007 into archival boxes and folders.
